Benjamin "Ben" Tupay Loong is a Filipino politician from Sulu. He has served as Vice Governor of Sulu Province in the Autonomous Region in Muslim Mindanao (ARMM) and was Governor of Sulu from 2005 to 2007. He is the younger brother of Tupay Loong, the current representative of Sulu's 1st District, and he hails from Parang, Sulu.

Loong started as a businessman, running a coconut oil company and leading the Mindanao Business Council. He entered politics with his brother. He first ran for ARMM Vice-Governor as an independent with Ibrahim Paglas but lost to Parouk Hussin and Mahid Mutilan, who had administration support.

He later led the Mindanao Business Council and won the Sulu governorship in 2005. In 2007 he lost reelection as loyalties shifted to Abdusakur Mahail Tan with Abdulmunir Arbison backing Tan.

In 2010, Loong returned to office as Vice Governor of Sulu, winning 113,678 votes with support from then-President Gloria Arroyo. The Loong brothers have been political rivals of Governor Tan and former ARMM assemblyman Garcia Tingkahan. Ben Loong also served as president and CEO of BJ Coco Oil Mill, a coconut oil company.
