Andrew Oung, also known as Oung Ta-ming, was a Taiwanese businessman and former politician. He was born on June 4, 1950, in Cixi, Ningbo, Zhejiang, China, and died on March 6, 2015, in Taipei, Taiwan. He came from a family that ran Hualon Textile Corporation; his father founded the company in 1967. Andrew and his relatives played major roles in the business, and at one time he was responsible for a large share of trading on the Taiwan Stock Exchange.

He served as an independent member of Taiwan’s Legislative Yuan from February 1, 1993, to January 31, 1996, representing Taipei 2.

His career was marked by legal troubles. In 1992, he was charged in a major insider trading and stock manipulation scandal; the case involved a planned $22 million investment by Hualon that never happened. He was one of 38 people charged.

Worsening debts led him to declare bankruptcy in 1994, owing more than $152 million. In 2010, he was imprisoned for fraud related to the bankruptcy and served more than half of a two-year sentence before being paroled in 2011. In 2011–2012, former Hualon employees protested, claiming they were owed about $22 million in lost wages and pensions due to the bankruptcy.

In 2014, Andrew and his brother James faced a challenge from their nephew over the acquisition of Paladin. Andrew Oung died of a heart attack on March 6, 2015, at his home in Taipei.
