Abdulkadir Iman Warsame

Abdulkadir Iman Warsame is a Somaliland businessman and public figure. He founded UNIECO, a construction company in Hargeisa, in 2003 after bringing together engineers and businesspeople with Somaliland and international experience. By 2012 he was still noted as the founder and chairman of UNIECO.

In November 2014, Somaliland’s President Silanyo nominated him to the National Electoral Commission (NEC), and he was elected chairman in December 2014. Under his leadership, the NEC partnered with a Notre Dame research group to test iris-recognition voter registration, which was used in the 2017 presidential election. The election was largely peaceful and well-organized, though there were some irregularities. During his tenure, other elections for the Parliament and local councils did not take place.

In early 2018 and 2019, he spoke about the commission’s mandate and the possibility of resigning, and in 2019 the NEC faced changes when six new members were appointed and sworn in, a move that the opposition questioned.

On 27 June 2022, President Muse Bihi Abdi appointed Abdulkadir Iman as Minister of Agricultural Development, replacing Mohamed Haji Osman Jama, with Yurub Abiib Abdi Omar as deputy. In late 2022 and into 2023 he focused on farming issues: urging farmers to harvest autumn rains, store crops, plant more, and follow rainfall forecasts; coordinating data collection on crops; and tackling armyworm problems. In May 2023 he announced a nationwide crop support program to buy domestically produced grains for the national reserve to boost farmers’ incomes and food security. In October 2023 he spoke about a five-year project funded by Germany’s KfW to develop parts of Sahil, Daadmadheedh, and Togdheer.

On 14 December 2024, a new president appointed a new cabinet, naming Mohamud Egeh Yousuf as minister of agricultural development and Mukhtar Haji Mohamud Farah as deputy minister. This meant Abdulkadir Iman Warsame was no longer the minister.
