On 23 October 2022, Podgorica voters elected the City Assembly to 58 seats, with 30 needed for a majority. Turnout was 69.3%. The Assembly selects the city mayor, so the mayor is indirectly chosen by voters.
Eight parties or coalitions contested, all subject to a 3% threshold to win seats. The results were:
- DPS-led coalition — led by Ivan Vuković: 24 seats (38.1% of the vote), down 8 seats.
- Europe Now movement (PES!-DSJ) — led by Jakov Milatović: 13 seats (21.7%). New to the council.
- DF-PCG-SCG coalition — led by Jelena Borovinić Bojović: 11 seats (18.2%). Up 3 seats.
- DCG-UCG-DEMOS — led by Danilo Šaranović: 6 seats (10.8%). New.
- URA-CIVIS-AA — led by Luka Rakčević: 4 seats (6.4%). New.
Campaign themes varied, with some groups focusing on national issues and others on local priorities. Europe Now campaigned on anti-corruption, tourism growth, and a new business district. URA emphasized greener Podgorica, including a proposed tram system and changes to the Old Town and city center, along with underground parking. The DPS framed its platform around local issues with a green liberal slant. Other lists promoted ideas like a green, “smart city” approach, and several nationalist or church-aligned positions.
