A federal by-election was held in Oshawa, Ontario, on August 13, 1990, after Ed Broadbent resigned as leader of the New Democratic Party. The NDP kept the seat, with Michael Breaugh elected as the new MP.

Candidates and results:
- Michael Breaugh (NDP): 12,046 votes, 47.59%
- Cathy O’Flynn (Liberal): 8,709 votes, 34.40%
- Bill Longworth (Progressive Conservative): 1,627 votes, 6.43%
- Gerry Van Schepen (Christian Heritage): 1,308 votes, 5.17%

The by-election was held on the same day as another by-election in Laurier—Sainte-Marie, Quebec. Breaugh served as the MP for Oshawa for the NDP, but in the 1993 federal election he lost to Liberal Ivan Grose, as did many NDP MPs in Ontario.
