1985 Hong Kong District Board elections
Overview
- Date and scope: The second district board elections were held on 7 March 1985 for all 19 districts. Tsuen Wan District Board was split into Tsuen Wan and Kwai Tsing. 237 of the 426 seats across all district boards were elected.
- Voter turnout: 1,421,391 were registered. 476,558 people voted (37.48%), a small rise from the previous election.
Main results
- Hong Kong Civic Association (leader: Hilton Cheong-Leen): 17 seats; 60,311 votes (8.76%). Last election: 6 seats (7.46%).
- Reform Club of Hong Kong (leader: Brook Bernacchi): 17 seats; 43,769 votes (6.36%). Last election: 4 seats (6.42%).
- Hong Kong People’s Council on Public Housing Policy, PCPHP (leader: Frederick Fung): 8 seats; 29,390 votes (4.27%). New party.
Other groups
- People’s Association (Lo King-man): 8 seats; 18,040 votes (2.62%).
- Meeting Point (Lau Nai-keung): 4 seats; 9,714 votes (1.41%).
- HKAS (Huang Chen-ya): 3 seats; 4,148 votes (0.60%).
Notes
- Some candidates ran with multiple affiliations, so their votes are counted in more than one column.
- The election saw active participation from established groups and new grassroots groups focusing on housing policies.
Campaign context
- The Civic Association and Reform Club, long-time players, campaigned mainly in urban areas; Reform Club concentrated more on the Eastern District.
- The new grassroots PCPHP campaigned on public housing policy.
- Many incumbent District Councillors in Central and Western, Eastern, and Southern districts sought re-election and most kept their seats.
- The pro-Beijing Hong Kong Federation of Trade Unions supported ten members who ran as individuals; five were elected. Five elected candidates had pro-Taipei backgrounds, including one from the Hong Kong and Kowloon Trades Union Council.
- The Hong Kong Professional Teachers’ Union backed 30 members, with 24 elected.
