Zhou Chengkui (born February 1942 in Haining, Zhejiang) is a Chinese politician and legal scholar. He is a full-time vice president of the China Law Society and a member of its Leading Party Members' Group. He studied technical physics at Peking University and joined the Chinese Communist Party in 1967.

Zhou began his career at the Chinese Academy of Sciences, eventually serving as deputy director of its Policy Research Office. He then moved to the Legislative Affairs Commission of the Standing Committee of the National People’s Congress (NPC), where he was deputy director of the Research Office and later director of the Information Bureau. He later became deputy secretary-general of the NPC Standing Committee and director of the General Office Research Department. He also served on the Education, Science, Culture and Public Health Committee of the Tenth NPC.
