Vadim Moshkovich
Vadim Moshkovich is a Cypriot-Russian billionaire businessman and former politician. Born on April 6, 1967, in Moscow, he comes from a Jewish family and grew up in the Soviet capital. He attended Moscow State School No. 57 and later studied at the Moscow State Institute of Radio Engineering, Electronics and Automation, graduating in 1992.
Moshkovich built his fortune in agriculture and real estate. He entered the agricultural business in 1995, starting with sugar imports and later acquiring sugar-processing plants. In 2004 he founded the Rusagro Group, which grew into one of Russia’s largest vertically integrated agricultural holdings with four business segments. In 2011 Rusagro Plc. had a London Stock Exchange IPO that raised about $300 million, and Moshkovich has been a substantial shareholder, holding a large majority stake.
In addition to farming, he controls Masshtab, a major Russian real estate development company focused on New Moscow (Novaya Moskva). Masshtab owns thousands of hectares in the area that Moscow absorbed in 2012. The company has drawn on international planning ideas to create a city with housing, social and transport infrastructure, and local job creation. In 2013, Moshkovich donated 307 hectares of land to the City of Moscow for a new administrative center in New Moscow.
Moshkovich entered public life as a member of Russia’s Federation Council, representing the Belgorod Region. He served on the Council’s Committee on Economic Policy until October 2015.
In March 2022, the European Union sanctioned him as part of its Russia-related measures. In early 2025 he was arrested and detained on charges of large-scale fraud.
Philanthropy and education have been important to him. He funded a school for gifted children in Kommunarka, New Moscow; the school offers scholarships covering a large share of tuition. The project cost about $250 million. He is a donor and member of the boards of trustees for the National Research University Higher School of Economics in Moscow and Belgorod State University, as well as the Jewish Museum and Tolerance Center in Moscow.
Forbes estimated his net worth at about $1.3 billion in 2014, placing him among Russia’s wealthiest businesspeople. Moshkovich holds Cypriot and Russian citizenship.
