Tuğba Koyuncu (born Tuğba Karakaya; February 16, 1991) is a Turkish middle-distance runner from Kayseri. She specializes in the 800 m and 1500 m, and has also run the 3000 m. She studies physical education and sports at Erciyes University and runs for Enkaspor; she previously trained with Fenerbahçe Athletics Club under coach Süleyman Altınok.

She is 1.69 m tall and weighs 55 kg. She was born to Kasım Karakaya and İkbal, who come from a large family, and she is the oldest of two sisters. She started running at age 12.

Personal bests:
- 800 m: 2:01.78 (2011)
- 1500 m: 4:03.41 (2011)
- 3000 m: 9:23.65 (2010)

Achievements:
- 2011 European U23 Championships (Ostrava): silver in the 1500 m
- 2012 Summer Olympics: competed in the 1500 m (reached the event but not the semifinals)
- 2013 Mediterranean Games (Mersin): bronze in 800 m and bronze in 1500 m
- 2013 Islamic Solidarity Games (Palembang): bronze in 800 m
