Strategic Culture Foundation
Strategic Culture Foundation (SCF) is a Moscow-based Russian online magazine founded in 2005. It publishes articles on geopolitics and global affairs and is often described by U.S. officials and media as aligned with Russian state interests and as a pro-Kremlin source of propaganda. It is considered part of Russia’s broader state-backed information effort.
SCF frequently shares content with other Russian-controlled outlets, such as Global Research, New Eastern Outlook, and SouthFront.
In February 2019, the European Union’s East StratCom Task Force said SCF hides its Russian identity and presents itself as an all-English site. The ESTF suggested this might help Russian pro-Kremlin media quote “International Media” even when the sources are Kremlin-backed Russian outlets.
In September 2020, The Washington Post reported that Facebook banned a disinformation network operated by SCF that spread false theories to English-speaking audiences. The network promoted myths that the coronavirus was a bioweapon and that vaccines would include tracking technology. The Post called SCF a “phony think tank.”
In April 2021, the U.S. Treasury imposed sanctions on SCF for attempting to interfere in the 2020 elections.
The U.S. State Department says the SCF journal is directed by Russia’s Foreign Intelligence Service and is closely affiliated with Russia’s Foreign Ministry.
In April 2022, East StratCom Task Force noted that SCF and three other pro-Kremlin outlets were referenced across multiple language editions, highlighting their reach in online influence operations.
