The Shire of Boulder was a local government area in Western Australia. It began as the East Coolgardie Road District on 15 February 1895 and was renamed the Kalgoorlie Road District on 24 September 1897. The council’s offices were at 39 Porter Street, Kalgoorlie; the building still stands and is listed by the National Trust of Australia.

The shire grew by absorbing neighboring districts: Bulong Road District on 9 June 1911, Broad Arrow Road District on 7 July 1922, and Kanowna Road District on 15 September 1922.

On 1 July 1961, under the Local Government Act 1960, it became the Shire of Kalgoorlie. The council size increased from 9 to 11 members on 9 December 1966.

On 1 July 1969, it absorbed the Town of Boulder, adding an urban area for the first time. It was renamed the Shire of Boulder on 12 December 1969.

The shire was divided into wards—three wards with three members each and two wards with two members each—from 9 December 1977. The Central Ward grew from three to four members, while the Pastoral Ward shrank from two to one member on 22 January 1988.

Finally, on 1 February 1989, it merged with the Town of Kalgoorlie to form the City of Kalgoorlie–Boulder.
