Sergey Shakhray
Sergey Mikhaylovich Shakhray (born 30 April 1956) is a Russian politician and lawyer who helped draft the Constitution of the Russian Federation. He graduated from Rostov-on-Don State University with a law degree in 1978 and later studied at the Financial University under the Government of the Russian Federation.
Shakhray served as Deputy Prime Minister of Russia in several periods: December 1991 to March 1992, November 1992 to January 1994, and April 1994 to January 1996. He was the Presidential Plenipotentiary Representative in the Constitutional Court from December 1996 to June 1998. From November 2004 to October 2013, he was the Chief of Staff of the Accounts Chamber.
He is a member of the Party of Russian Unity and Accord. He is married to Tatyana Shakhray. Shakhray is of Terek Cossack descent and holds the federal state civilian service rank of 1st class Active State Councillor of the Russian Federation.
Awards include the Order "For Merit to the Fatherland," the Order of Friendship, the Medal "Defender of a Free Russia," the title Honoured Lawyer of Russia, and the Russian Federation Presidential Certificate of Honour.
