The Cabinet of Sergei Witte was the first government in modern Russia, led by Prime Minister Sergei Witte. It lasted about five months during a time of political reform after the 1905 revolution. Witte tried to form a broad coalition by inviting editors from major St. Petersburg newspapers to his country house to announce the cabinet, but the editors did not trust the government and demanded troops be pulled out of the capital. As a result, Witte failed to win strong support from liberal groups or from the tsar’s circle. After five months, Witte asked Tsar Nicholas II to resign, and the Tsar accepted. Goremykin I then became prime minister.
