Serge Bélanger
Serge Bélanger was a Montreal politician in Quebec. He served on the city council from 1975 to 1986 and sat on the executive committee in the 1980s. He belonged to Mayor Jean Drapeau's Civic Party and worked as a building contractor in private life. He was first elected in 1974 in the Sainte‑Marie division and was re-elected in 1978 and 1982.
When Drapeau retired in 1986, the opposition Montreal Citizens’ Movement won a large majority on the council, and Bélanger was defeated by MCM candidate Serge Lajeunesse. During that campaign, Lajeunesse accused him of trying to scare voters in low‑income neighborhoods about subsidy cuts if the MCM won; Bélanger denied the charge. In May 1989, Bélanger joined the Civic Party executive as a supporter of the Drapeau era against reformers. He tried to return to council in 1990 but finished third in François‑Perrault against Vittorio Capparelli. He also worked with Liberal MP Jean-Claude Malepart, who helped with his campaigns.
