Philip R. Miller (March 12, 1918 – July 27, 1989) was a judge on the United States Court of Federal Claims. Born in New York City, he earned a BBA from the City College of New York in 1937 and a JD from Columbia Law School in 1940. He began private practice in Washington, D.C., in 1941, then joined the Department of Justice, first in the Criminal Division (1942–1945) and then in the Tax Division (1946–1972), with a brief return to private practice in 1951–1952. He was chief of the Court of Claims Section of the Tax Division from 1967 to 1972.

In 1972, Miller became a trial judge of the U.S. Court of Claims and served as Chief of the Trial Division from 1980 to 1982. On October 1, 1982, he was elevated to a new seat on the United States Court of Federal Claims. He served as a full judge until he assumed senior status on November 30, 1986, and continued to serve in that capacity until his death. One of his law clerks was Francis Allegra.
