Philip Peter Simon (born July 7, 1962) is a United States district judge for the Northern District of Indiana. He has served on the court since March 27, 2003, after being nominated by President George W. Bush to the seat vacated by Judge William Charles Lee. He was the district’s chief judge from 2010 to 2017.
Born in Pittsburgh, Simon earned a BA from the University of Iowa in 1984 and a JD from Indiana University School of Law in 1987. He worked in private practice at Kirkland & Ellis (1987–1990) before becoming an assistant United States attorney for the Northern District of Indiana (1990–1997). He also taught as an adjunct professor at Valparaiso University School of Law (1996–1997). He then served as an assistant U.S. attorney in the District of Arizona (1997–1999) before returning to Indiana as an AUSA and chief of the criminal division (1999–2003).
In September 2008, Bush nominated him to a seat on the United States Court of Appeals for the Seventh Circuit to fill a vacancy, but no hearings were held and the nomination was returned at the end of his term. In March 2009, President Barack Obama nominated Judge David Hamilton to the seat, and Hamilton was confirmed on November 19, 2009.
