Otap (also utap) is an oval puff pastry cookie from the Philippines, especially Cebu. It’s made from flour, shortening, coconut, and sugar. Otap is similar to the French palmier, but it’s oval-shaped with tighter, thinner layers, making it crisper. To get its texture, the dough goes through an eleven-stage baking process.
