Kleisthenis I Programme

Kleisthenis I Programme (Greek: Πρόγραμμα Κλεισθένης Ι) is the common name for Greek law 4555/2018. It was enacted in July 2018 and implemented in September 2019. It is the third major reform of Greece’s administrative divisions, following the Kapodistrias reform (1997) and the Kallikratis reform (2010). Named after the ancient Greek legislator Cleisthenes, the programme aimed to reform election procedures and strengthen the powers of local government units. Key changes included reforming local elections and expanding the competences of municipalities and regions. Five municipalities created under Kallikratis (Corfu, Cephalonia, Servia-Velventos, Lesbos, and Samos) were divided into smaller municipalities. The law applies to Greece, was enacted by the Hellenic Parliament, signed by President Prokopis Pavlopoulos, and introduced by the Government of Greece.
