Kep Chuktema (Khmer: កែប ជុតិមា) was born on February 7, 1951, in Phnom Penh. He is a Cambodian People's Party politician who has held several government roles. He was the governor of Ratanakiri Province (1995–1999), then governor of Takéo Province (1999–2003), and he served as the governor and mayor of Phnom Penh from February 2003 to April 2013. Since September 23, 2013, he has been a Member of Parliament for Phnom Penh.

During his time as Phnom Penh’s governor, about 100,000 residents were relocated to new sites, often with limited access to jobs, education, healthcare, and clean water. The city faced rapid population growth (about 7.5% per year) and ongoing infrastructure problems, including electricity shortages, traffic jams, trash issues, and water supply challenges. Chuktema is also associated with the controversial filling of Boeung Kak lake and the related evictions at Borei Keila, which sparked regular protests by residents.
