Jeremiah 42 is about what happened to the small group of people who stayed in Judah after most were taken away to Babylon. After a rebellion and the murder of Gedaliah, the remaining leaders, led by Johanan, ask the prophet Jeremiah to seek God’s will about their plan: should they stay in Judah or go to Egypt? They pledge to do whatever God says.

Jeremiah goes to God on their behalf, and God replies through him: don’t go to Egypt; stay in the land of Judah. If you stay, I will protect you and bless you; if you go to Egypt, bad things will happen to you.

But the leaders are exposed as hypocrites, since they asked for guidance only to ignore it. They ultimately plan to go to Egypt anyway, which continues in the next chapter.
