Hugo Gutiérrez Gálvez
Hugo Humberto Gutiérrez Gálvez (born 5 October 1961 in Iquique, Chile) is a lawyer and politician from the Communist Party of Chile. He served as a deputy for the 2nd District of the Tarapacá Region from 2010 to 2021 and as a municipal councilor of Estación Central from 2004 to 2008. He was a member of the Chilean Constitutional Convention from July 2021 to July 2022, representing the Tarapacá Region. His seat in the Convention was later taken by Rubén Moraga.
Family and early life: He is the son of Hugo Gutiérrez Lara and Margarita Luisa Gálvez Díaz, has six children, and is married to Carmen Barrera. He grew up in Iquique and completed his primary and secondary education there. He did compulsory military service in 1980–1981.
Education and career: Gutiérrez studied law at the University of Concepción, supported by the Enrique Molina Garmendia scholarship, which was suspended and then reinstated due to his opposition to the dictatorship. He graduated as a lawyer, passed the bar in 1990, and later did postgraduate studies in tax law. He has taught at the Arturo Prat University (Iquique) and ARCIS University (Santiago) and helped found the law firm Gutiérrez y Monsalve Asociados in 2007.
Political and human rights work: He began his political activity in 1983 with the Almeydista Youth of the Socialist Party, later joining the Communist Party. From 1988 to 2002, he worked with CODEPU, handling human rights cases from Chile’s military dictatorship, including cases related to the Caravan of Death and the impeachment of Pinochet. He also worked with the Human Rights Legal Aid Office.
Political offices: He was elected councilor for Estación Central in 2004. He ran for mayor but was not elected. He was elected deputy for the 2nd District of Tarapacá Region in 2009, re-elected in 2013 and 2017, serving until 2021.
Constitutional Convention and beyond: In the 2021 elections, he was elected to the Constitutional Convention for the 2nd District of Tarapacá Region and served from 4 July 2021 to 4 July 2022. In the 2025 elections, he ran for the Senate representing Tarapacá Region under the Unidad por Chile pact but was not elected, receiving 18,922 votes.
