The event was part of men’s artistic gymnastics in Los Angeles. It took place at Pauley Pavilion on July 29, 31 and August 4. There were 71 competitors from 19 nations. Each gymnast performed a compulsory and a voluntary routine on the horizontal bar. The scores from these routines counted toward the all-around and helped determine the finalists. The eight top scorers advanced to the final on August 4, with no more than two finalists per country. Half of the preliminary score carried over to the final.

- Gold: Shinji Morisue (Japan)
- Silver: Tong Fei (China)
- Bronze: Koji Gushiken (Japan)

Notable facts:
- Morisue earned a perfect 20.0 (three perfect 10s), the only perfect score on an apparatus during the 20-point era (1952–1988).
