Gebhard I, known as Gebhard of Swabia, was the Bishop of Regensburg from 994 until his death on 27 March 1023. He was the son of Rapoto III, Count of the Inn and Nori Valley. After Bishop Wolfgang died, the cathedral canons elected Tagino with the support of Henry II, Duke of Bavaria, but Emperor Otto III ignored that choice and appointed his own royal chaplain, Gebhard, as bishop and brought Tagino into his royal chapel.

During his time as bishop, Gebhard founded Prüll Abbey and tried to undo a separation of property between the diocese and St. Emmeram's Abbey, a move that caused much dispute. In 996, Otto III heard Abbot Ramwold's complaint and summoned Gebhard, who promised not to confiscate more property from St. Emmeram's and placed the monastery under royal protection. Nevertheless, financial quarrels with the abbey continued into the reign of Henry II. Gebhard also gained the right to coin money from Otto III. After his death, he was succeeded by Gebhard II.
