The Fiqh Council of North America (FCNA) is a group of Muslim scholars who interpret Islamic law for North America. It was formed in 1986 to help apply Islamic law to life in the West. Its roots go back to the Religious Affairs Committee of the Muslim Student Association in the 1960s. After the Islamic Society of North America (ISNA) was founded in 1980, that committee became the Fiqh Committee of ISNA and later evolved into the Fiqh Council of North America in 1986. The council has about 20 members who issue religious rulings, resolve disputes, and answer questions about Islam. Its by-laws state that it considers issues from a Shari’ah perspective and offers guidance on specific undertakings, transactions, contracts, projects, or proposals to ensure they align with what is permitted by Shari’ah. The council’s opinions are not binding.
