David Emmanuel Noel (born 12 December 1972 in London) is a painter, illustrator and designer. He has worked on art projects with local governments and charities such as CAMBA and the NSPCC. He is a Fellow of the Royal Society of Arts and has worked with health professionals, architects and design institutes to promote high-quality design and the therapeutic value of art in public spaces.

In the early 1990s, Noel was a director of the Brixton Artists Collective and founded Artsway Ltd, a promotion company for UK visual and performance artists. He co-founded Occhi Arts & Entertainment, which publishes Occhi Magazine. He often collaborates with other artists.

Education and early work: He studied art in college, then studied social sciences at undergraduate and postgraduate levels. He kept painting as a serious pursuit, sold his work and earned commissions. He showed at Brixton Art Gallery, including the gallery's first all-black male artist exhibition, From Where I Stand, and other public art projects that encouraged cross-disciplinary collaboration.

Artistic focus: He works mainly in acrylics and oils. His work often explores family, relationships, society and environmental issues.

Exhibitions and projects: He has exhibited widely and taken part in events such as The African and African-Caribbean Design Diaspora (ACDD) and the Whole 9/Culver City Peace Project Arts initiative (launched in 2010 to raise awareness and funds for victims of war and environmental disasters, especially in Africa and Asia).

Current work: Based in New York, he continues to exhibit with artists like Lifford Shillingford and Darryl Yokley. He created artwork for the album Pictures at an African Exhibition, released by Truth Revolution Records in early 2018. He designed the album cover and produced 13 original pieces to accompany each track. The work was shown during live performances at the Philadelphia Museum of Art and the Kennedy Center.

Collaboration and regional art: Noel has worked with others exploring race, culture and identity, including Professor Cheryl D. Miller and artist Danny Simmons. He has co-curated and shown at the Caribbean Fine Art Fair in Barbados and promotes Caribbean visual art, music and cinema.
