Chuck Lovell
Chuck Lovell is an American law enforcement officer who serves as the Portland Police Bureau’s Assistant Chief of Services and Community Engagement. He previously served as chief of police from June 8, 2020, to October 11, 2023. Named chief amid protests after George Floyd’s murder, he was the fourth Black head of PPB and the 50th chief in its history. On October 11, 2023, Bob Day became interim chief and Lovell moved to the new role of assistant chief of services and community engagement.
Lovell was born in Brooklyn, New York, in 1973 or 1974. He joined the U.S. Air Force at age 19, serving four years on active duty and two in the reserves. He earned a Bachelor of Criminal Justice from Park University and is pursuing a Master’s in Strategic Leadership from the University of Charleston. He joined the Portland Police Bureau in 2002 and previously led the Community Services Division. He was a lieutenant when Chief Jami Resch resigned and asked him to replace her in June 2020 after criticism of the department’s response to protests.
On September 20, 2023, he announced he would step down as chief to focus more on community engagement. He lives in Washington County, Oregon.
