China Internet Civilization Conference

The China Internet Civilization Conference is an annual event in China that aims to promote a more civilized internet. It is organized by the Cyberspace Administration of China and the Spiritual Civilization Development Office of the Communist Party.

The first conference was held on November 19, 2021, at the China National Convention Center in Beijing. Its theme was to use virtue and progress to build a shared online civilization. The event was sponsored by major CCP bodies and Beijing authorities. Xu Lin and Zhuang Rongwen gave keynote addresses, and the forum announced 10 major initiatives for developing network civilization in the new era. Xi Jinping sent a congratulatory letter.

In 2022, the conference took place on August 28 in Tianjin. It was co-sponsored by the Cyberspace Administration of China and the Spiritual Civilization Development Office, along with Tianjin’s CCP committee and government. The Tianjin Declaration was issued, outlining a six-point plan to advance network civilization.

The 2023 conference was held in Xiamen on July 18, with Li Shulei, the minister of the CCP Publicity Department, delivering a keynote address.

The 2024 conference was held in Chengdu on August 28–29, with Li Shulei delivering the keynote.

The 2025 conference occurred in Hefei on June 10–11, under the theme “Gathering Positive Energy on the Internet and Leading New Trends of the Era.”
