From 2008 to 2013, the 11th National People's Congress (NPC) was China’s national parliament. It had 2,987 deputies elected in 2008 and met five times, each about two weeks long, during its five-year term. The chairman was Wu Bangguo, and Li Jianguo served as secretary-general.

In its first session (March 5–18, 2008), Hu Jintao was re-elected president, Wen Jiabao remained Premier, and Xi Jinping was elected vice-president; the State Council was significantly reorganized. The second session (March 5–13, 2009) dealt with the 2008 financial crisis, discussed a new social welfare system, and introduced checks on public officials. The third session (March 5–14, 2010), the fourth session (March 5–14, 2011), and the fifth session (March 5–14, 2012) continued work on laws and governance.
