The USA Hawks are a development rugby team funded by USA Rugby and Major League Rugby (MLR). They were founded in 2005 to compete in the North America 4 Series alongside the USA Falcons, Canada East, and Canada West. The North American 4 Committee, made up of the International Rugby Board, Rugby Canada and USA Rugby, operated and financed the four teams, with plans in 2008 to sell the franchises to private owners.

Their first match was on May 20, 2006, against Canada West, a 46-7 defeat. They earned their first win two days later on May 24, 2006, beating the USA Falcons 33-22. In that inaugural NA4 season, the Hawks finished 1–4–0, scoring an average of 14 points per game and conceding 46. Captain was Matt Wyatt. Jason Kelly held the most appearances (4 caps) and was the top scorer with 34 points.

Largest defeat: 98–0 to Canada West on May 20, 2006. Largest win: 33–22 over the USA Falcons on May 24, 2006.

In early 2023, MLR and USA Rugby announced a 28-player Hawks squad for matches against South American teams including Chile XV, Pampas, Cobras Brazil XV and Yacare, as well as a match against Argentina’s Desarrollo and two matches against the Argentine U20 side. The squad features players from several MLR clubs.
