On January 30, 1889, Idaho Territory Governor Edward Stevenson signed Council Bill No. 20, which established the University of Idaho as the state's land‑grant university. The bill was supported by attorney Willis Sweet and legislator John W. Brigham. The university opened for classes on October 3, 1892. Stevenson called the choice of location an "Olive Branch of Peace" for his role in stopping a move to detach the North Idaho Panhandle to join Washington.
