Xi'an, a city in Shaanxi province, follows China’s dual party-government system. The mayor heads the city government, but the Communist Party secretary of Xi'an holds more real power.

- November 2015: Sun Qingyun was investigated for serious violations of discipline, placed on two-year party probation after nine months in office, and demoted to a lower position.
- May 22, 2017: Wei Minzhou was suspected of serious violations and investigated by the Central Commission for Discipline Inspection (CCDI).
- October 29, 2018: Shangguan Jiqing was put on party probation, suspended, downgraded, and moved to a less responsible job; the government also confiscated his illegal gains.
