Pantawid Pamilyang Pilipino Program (4Ps) is a government cash-transfer program run by the Department of Social Welfare and Development in the Philippines. It aims to reduce extreme poverty by investing in health and education for children aged 0 to 18. The program is modeled after similar programs in Brazil and Mexico. As of June 25, 2024, 4Ps covers about 4.09 million households in 17 regions, 79 provinces, 1,484 municipalities, and 143 key cities. A 2019 law institutionalized 4Ps, authored by Senator Leila de Lima and co-authored by Senator Risa Hontiveros, and signed into law by President Rodrigo Duterte in April 2019. Eligibility goes to the poorest families identified through a national survey that uses proxy means testing, looking at assets, housing, education of the household head, family livelihood, and access to water and sanitation. Households must have children aged 0–14 or pregnant women and must agree to all program conditions. Some critics say the program may reduce incentives to work, while supporters see it as help for families to meet basic needs and improve health and education.
