New York City Office of Collective Bargaining (OCB) is a city agency that handles labor relations with city employees. It certifies labor representatives, helps with mediation, runs impasse panels, and conducts arbitration when negotiations stall. The OCB is similar to the state Public Employment Relations Board (PERB). Its powers come from the New York City Charter. Website: www.ocb-nyc.org
