National Youth Service (Seychelles)
The National Youth Service (NYS) in Seychelles was a government program for young people from 1979 to 1998, created when the country had a one‑party state led by President France-Albert René and the Seychelles People’s Progressive Front (SPPF). The program mixed education with political education and practical training, including some military-style activities.
Originally, NYS was meant to be compulsory, but protests led to it becoming voluntary soon after. Attendance remained a sensitive issue and its supporters said the goal was to steer disadvantaged youth away from trouble and prepare a skilled, socially responsible generation. Critics argued that it indoctrinated students with the ruling party’s socialist ideology and limited contact with their families.
Students lived on NYS campuses on Mahé (Port Launay and Cap Ternay) and on Ste. Anne Island. They wore brown and beige uniforms with red scarves. The program offered a blend of classroom learning and hands-on activities such as gardening, cooking, housekeeping, and livestock raising, aiming to reduce youth unemployment. Some of the early structure even required students to produce their own food, though this was later scaled back.
Education and life at NYS were organized with self-government through group sessions and committees. After finishing NYS, students could go on to Seychelles Polytechnic or other training. In 1991, the NYS became a one-year program instead of two, with about 1,394 students enrolled that year, roughly half boys and half girls. Those who did not participate in NYS could join a government work program for six months with a small stipend.
The NYS ended in November 1998. Opposition to the program had grown since the early years, and international pressure helped push the government to make it optional. The program is often seen as having helped poorer families by providing skills and a safer environment, even though many questioned the quality of education and the level of ideological instruction.
