Hadja Fatimata Ouattara (born Fatimata Sanon) is a Burkina Faso politician who served as Minister of Digital Economy and Postal Development from February 23, 2017, to January 24, 2022, under Prime Minister Paul Kaba Thieba. She studied in Bobo-Dioulasso and holds a computer engineering degree from the Polytechnic University of Bobo-Dioulasso and a Master’s in computer networks and multimedia from Humber College in Canada.

Before becoming minister, Ouattara worked as a webmaster for the Burkina Knowledge Management Network, founded the Burkinabè Association for Linux and Free Software, and served as Technical Advisor to the ICT Ministry. She also worked with several NGOs and helped found the African Free Software Network. After the 2014 uprising, she was Technical Secretary for the Ministry of Civil Service.

As minister, she launched a major fiber-optic project in April 2017 to build 13 metropolitan loops across regional capitals, called "G-cloud," largely funded by the Danish International Development Agency. In June 2017, she helped start the Francophone African Conference on Open Data and Open Government with participants from 22 African countries. In July 2017, she opened the Second IT Forum Burkina Faso in Ouagadougou and spoke about fully computerizing government processes and giving universal access to digital technology for all Burkinabè.
