Robert Carl Hoying (born September 20, 1972) is a former NFL quarterback who played for the Philadelphia Eagles and Oakland Raiders. He starred at Ohio State, where he started as quarterback in 1993 and became the full-time starter in 1994. He set OSU records with 498 career completions and 57 touchdown passes and remains among the Buckeyes’ leaders in passing. He earned First-Team All-Big Ten in 1995, won the Draddy Trophy for academics and athletics, and was inducted into the Ohio State Varsity O Hall of Fame in 2008.

Hoying was drafted in the third round of the 1996 NFL Draft (85th overall) by the Eagles. He played for Philadelphia from 1996 to 1998. In 1997, after taking over as starter midseason, he threw 11 touchdown passes and helped the Eagles win a high-scoring game 44–42 against the Cincinnati Bengals, throwing four TDs in that game. The 1998 season was difficult, with no touchdown passes and nine interceptions as the team went 3–13, contributing to the firing of head coach Ray Rhodes and the arrival of Andy Reid.

When Reid arrived, Hoying was traded to the Oakland Raiders in 1999 to rejoin Gruden. He served as a backup to Rich Gannon and played in the 2000 AFC Championship Game, which the Raiders lost to the Baltimore Ravens, 16–3. Hoying retired after the 2001 season due to a severe elbow injury. He also holds the NFL record for the most completions in a season without a touchdown.

After football, Hoying became a principal at Crawford Hoying, a Columbus, Ohio-based real estate company.
