Victor San Andres Ziga Sr. (September 30, 1945 – January 31, 2021) was a Filipino lawyer and politician who served as a senator in the 8th Congress. Before that, he was an assemblyman for Albay in the Regular Batasang Pambansa from 1984 to 1986 and later served as Cabinet Minister of General Services in 1986 under President Corazon Aquino.

In 1987, Ziga was elected a Philippine Senator and served until 1992. He chaired the Public Works and Highways Committee and participated in many other committees. He pushed bills such as creating a National Rehabilitation Center for drug addicts, requiring drug-education in secondary schools, and increasing teachers’ salaries.

In 1991, he joined a group of lawmakers opposing the Subic Bay Naval Base treaty. After losing his Senate bid in 1992, he returned to the private sector as a director of San Miguel Corporation. He briefly returned to politics in 1995 as the Governor of Albay from April to June.

Ziga was born in Manila to Venancio Ziga, a former governor and congressman, and Tecla San Andres Ziga, a former senator who was the first woman to top the Philippine Bar Exam. He studied at Ateneo de Naga University, Ateneo de Manila University, the University of Santo Tomas, and the University of California, Los Angeles, and passed the bar in 1975.

He was married to Carmen Olbes Velasco and had six children, including Victor Ziga Jr. He died on January 31, 2021, in Taguig at age 75. The Senate expressed deep condolences, and his remains were cremated.
