Typhoon Irving, called Ruping in the Philippines, was a mid-season storm in 1982. It formed near Guam on September 5 and became Tropical Storm Irving the same day. It moved west and struck the southern tip of Luzon on September 8, bringing strong winds, heavy rain, and widespread damage.

In the Philippines, Irving knocked down trees and power lines, caused landslides, and led to flight and school closures. It damaged 7,890 houses in Albay and Sorsogon, leaving about 138,500 people homeless. Overall, 65 people were killed, 26 injured, and 29 went missing. About 44,383 families (around 248,040 people) sought shelter. Total damage was about $23.3 million, including $14.2 million in crops.

After crossing the Philippines, Irving moved into the South China Sea, strengthened, and reached typhoon strength again around September 11. It peaked on September 12–13 with winds near 160 km/h (100 mph) and a central pressure of about 950 hPa. The storm weakened a bit as it neared Hainan Island and then struck the southern coast of China on September 15. On the Leizhou Peninsula, about 90% of homes were damaged.

Irving weakened rapidly over land and dissipated on September 16. In Hong Kong, signals were issued briefly, but overall damage there was minor.
