Morocco–Russia relations are steadily growing and are currently very positive. Morocco has an embassy in Moscow, and Russia has an embassy in Rabat plus a consulate general in Casablanca.

A long history underpins the ties between the two countries. Trade began in the 18th century between Moroccan rulers and Russian leaders. Russia opened a consulate in Tangier in 1897, and Russian involvement played a role in early 20th‑century Moroccan diplomacy. In the Soviet era, the relationship went through ups and downs, with Russia at times supporting different positions on Morocco’s colonial issues. During the Cold War, Morocco was an important trading partner for the Soviet Union, and the two countries maintained ongoing contact, including exchanges that reflected broader geopolitical shifts.

In more recent times, ties have broadened and deepened. Vladimir Putin visited Morocco in 2006 to strengthen economic and military ties, and by 2011 bilateral trade had surpassed $2 billion. King Mohammed VI visited Russia in 2016, and the countries signed agreements on cooperation and information protection. Morocco has also looked to Russia to boost tourism and economic links, including cooperation in mining, agriculture, and energy.

A notable economic project is the 2019 plan to invest in the Mohammedia oil refinery, aiming to revive refining capacity and support regional development with the help of port facilities at Nador. In 2020, Morocco and Russia renewed a fisheries agreement allowing a limited number of Russian vessels to fish in Moroccan waters.

During the Covid‑19 era, cooperation intensified, including Russian interest in vaccines such as Sputnik V. In travel, Russians can visit Morocco visa‑free for up to 90 days, supporting tourism.

On the political front, Morocco did not vote in the UN resolution condemning Russia’s invasion of Ukraine, citing concerns about the conflict’s escalation and urging peaceful settlement; around 37% of Moroccans reportedly want to maintain ties with Russia.

The two countries continue to develop their relationship, with ongoing dialogue and cooperation across economy, trade, and culture. The latest engagement included the 6th Russian‑Arab Cooperation Forum, held in Marrakesh in December 2023. Russia maintains its embassy in Rabat and a consular office in Casablanca, while Morocco is represented in Russia by its embassy in Moscow.
