K. M. Abdus Salam

K. M. Abdus Salam is a retired Bangladeshi civil servant who held high-ranking positions, including senior secretary of the Parliament Secretariat and secretary of the Ministry of Labour and Employment. He joined the Bangladesh Civil Service in 1989 as part of the admin cadre. Early in his career, he served as secretary of Rajshahi City Corporation and worked in the Prime Minister’s Office under Prime Minister Sheikh Hasina. From 2018 to 2020, he was the director general of the NGO Affairs Bureau, coordinating with non-government groups helping Rohingya refugees in Bangladesh.

In 2021, Salam was the secretary of the Ministry of Labour and Employment. He helped ensure garment workers could work during the COVID-19 lockdown and he himself contracted COVID-19. In July 2021, he provided compensation to workers affected by the Hashem Foods factory fire.

On 28 July 2021, he was appointed secretary of the Bangladesh Parliament Secretariat, replacing Zafar Ahmed Khan. He was later promoted to senior secretary and reappointed in September 2022 on a one-year contractual basis. He was a member of the Association of Secretaries General of Parliaments.

As secretary, he administered oath ceremonies for several MPs, including Pran Gopal Datta and Nilufar Anjum, and Abdus Sattar Bhuiyan, AKM Rezaul Karim Tansen, Hafiz Uddin Ahmed, Md Abdul Wadud, Md Ziaur Rahman, and Ragebul Ahsan. He and Speaker Shirin Sharmin Chaudhury announced the vacancy of Md. Anwarul Azim Anar’s seat after his killing in India, though the process faced complications because his body had not been recovered. He also administered the oath of Mohammad A. Arafat.

His contract as senior secretary of the Parliament Secretariat ended on 15 August 2024 after the fall of the Hasina-led government.
