The Gender Recognition Panel is a United Kingdom tribunal that handles transgender issues and decides who can change their legal gender. It was created under the Gender Recognition Act 2004 to govern its decisions. The panel issues gender recognition certificates to people who live as another gender, allowing them to change their legal sex. Members are appointed by the Lord Chancellor with the agreement of the presidents of the Courts for England and Wales, Scotland, and Northern Ireland. Only lawyers, medical practitioners, or psychologists may sit on the panel. The current president is Paula Gray, appointed in 2019 by Lord Chancellor Robert Buckland.
