Roy H. Bailey (December 16, 1928 – December 13, 2018) was a Canadian politician from Saskatchewan. He was born in Radville, Saskatchewan.

Bailey started in provincial politics with the Social Credit Party and joined the Progressive Conservative Party in 1971 when the parties merged. He ran for the Saskatchewan PC leadership in 1973 and finished second to Dick Collver. He was elected as the Progressive Conservative MLA for Rosetown-Elrose in 1975 and served until 1978. He later served as a school board trustee from 1984 to 1993.

Federally, Bailey was elected to the House of Commons in 1997 for Souris—Moose Mountain as a member of the Reform Party, which later became the Canadian Alliance. He was the Veterans Affairs critic for the Alliance and served until 2004, when he did not seek re-election. His federal affiliations included Reform (1997–2000) and the Canadian Reform Conservative Alliance (2000–2004); he was later associated with the Conservative Party from 2004 until his death in 2018.

Bailey’s occupations included educational administrator, farmer, and teacher. He passed away in Bengough, Saskatchewan, at the age of 89.
