- Teams from Ukraine received 10 berths (in 5 groups); Caucasus and Central Asia received 3 berths (in 3 groups); Russia had 24 berths (in 10 groups); the Moscow region had 8 berths; Belarus competed for a single berth.
- Parts of the qualifying rounds in Ukraine were held as a regional competition of the Ukrainian SSR.
